Before you add color, 
you need to contract the
'marching ants' 5 pixels.
Follow as shown.
Contract 5 pixels.

Open the glass colors you want to use.
fill bucket, tool palette, pattern, 
choose the glass pattern.
flood fill with the glass color you want
in the selected area.

Here you go!

If you want it with the base,
merge visible.
Save as a tube.

Click, Hold and Drag the bottom layer (3) to an empty
area in PSP. This creates a new image.
It's the gold base layer!
Save as a tube.

Here are a few I made.
With the above process,
all you need do is flood fill
the selected area with color.
You can make hundreds of gems
in a very short time!

Try an oval shape using the same steps.

If the base doesn't fit quite right, use the
deformation tool to pull it till it's correct.
