Open Animation Shop (This is 3)
Click of the Wizard.
Use these settings.

Click to add your psp files.
Move them up or down to get them in order.

Click on the last frame. 
Click on the frame, Frame Properties.

Set it to 250.

Save as a gif and you should get something like this.
