If you want, you can expand the selection 2 pixels,
add a layer under the name layer, fill with black to make an outline.
You can just add a heavy shadow to get somewhat the same effect.

Add a chain link and position under the stars and name.
Use the deformation tool to turn the chain, if needed, to fit your name.

And here you go.

You can even duplicate a few layers, add some sparkles
and make it animated!
